President Joe Biden wrote letters to seven CEOs of oil firms saying that while Russian President Vladimir Putin is to blame for the spike in oil and gasoline prices, he’s calling on oil firms to indicate why they’ve had a drop in refining capacity at a time when profit margins are smartly above favorite.
